We won't manage for 1.5C. 2C is still feasible but unlikely. We can definitely keep below 3C.

Are they offloading their CO2 to other countries and then importing? If they have zero imports I might be convinced.

Perhaps we can, but there is no indication whatsoever that we are going to. The better part of CO2 emissions could be spared if we chose to lead minimalist lifestyles, or if we reduced population growth to sustainable levels, over the last few decades. But we didn't.

The climate system doesn't care about decoupled growth or about shifting production offshore, only about global CO2 concentration, which keep rising.

But how much of that comes from offshoring production ? Does the data take into account that something produced in China won’t emit CO2 on US soil, but still does emit CO2 ?

The 'consumption-based' numbers are production numbers adjusted for trade. So it's production minus CO2 in exported goods plus CO2 in imported goods. So this data corrects for offshoring.

What's the difference between those who succeeded in decoupling vs those who didn't? Does it take some economic development? Social? availability of nuclear?
