          Important thing to note is that it was leaked by an insider: "The source of the leak, who asked to remain anonymous because of the sensitivity of sharing Chinese military data, said that the data came from the university."

          It's unclear what that data may mean, and if it directly contradicts China's reported case numbers. We will know more when Foreign Policy opensources it. But what it more clearly shows is that China is withholding information about its testing apparatus.

          During those last weeks of Wuhan's lockdown, it was evident that the National Health Commission was manipulating data with 'asymptomatic' case reports — which contradicted evidence observed elsewhere. Now the outcome of that information withholding is becoming more clear.

          Now both Wuhan and Northeastern China are viewed as potential hot zones. There is greater concern for the NE because of widespread poverty in the region. We saw Wuhan's hospitals collapse, but the situation would be worse in China's border regions.

          China has a better handle on this pandemic than most parts of the world. But the thing to note is that for every confirmed case, there are many more out there. Some estimates put that number at 10x; it differs depending on testing capacity and response. There are cases in China.

          While some mitigations are still evident, a huge focus for the country became restarting the economy. This would be why the Communist Party may downplay resurgences as they appear. I'm still very concerned for China because of the population density and pandemic's time horizon.
