Nope, but it is really early development, so we/they need to find the sweet spot..so keep on giving constructive feedback and then we can make it better step by step..it's basically trail and error..

Great! This will help a lot of new users to start with Blender.

Not only new users but the concept of Active Tool (assigning LMB to it) is good for things like knife or selection types.
The design is a work in progress, but now for example icons are gray until hover/active. They don't get on the way was much. Instant tooltips are coming too.
