A source close to the process tells me that when the White House interviewed Quattlebaum for the South Carolina district court last year, they also thought he'd be good for a circuit judgeship, but there weren't any 4th Circuit seats open at the moment

Quattlebaum was nominated in August. In November, Judge Shedd's vacancy was announced, and then Judge Traxler's vacancy was announced in January. The source says the White House interviewed other candidates for the 4th, but came back to Quattlebaum in the end
