PlayStation 5 hardware was originally approved for sale back in December and final preparations are currently underway, including the relevant approval of software. The version launching during Q2 2021 will be the official Mainland China version. It will likely have an online services region lock at launch. Currently, players in China are importing consoles from overseas markets such as Japan and the US.

*news (sorry i had to, call it a force of work habit) Anyway, this is no doubt good news for players in China, not because they can finally buy PS5 (they already can). It is good news because the scalpers and their overprized PS5 may be screwed soon, somehow.
PC and mobile gaming are China's biggest platforms, but this should help new and indie devs who want a standardized format & established ecosystem/user base. You stated, companies (Tencent; NetEase) want AAA console & PC games they can also adapt to mobile. Wins all around?
