While that is true on the surface... That information is sort of misleading. Yes, SF did go up 17% but that was 41 to 48 homicides. Which is STILL 15% lower than the homicide rate in 2017. Source:

Yeah I saw that posted on the SF Chronicle which is surprising to me considering that the FBI's own website doesn't have the data for that. I can link it if you want.
