I'd say raising taxes shouldn't be a last resort to fill budget gaps in a healthy society, the last resort should be cutting social welfare programs and aid.

It's what he does, though, w/the myriad unfunded mandates handed down to municipalities that then have to increases taxes/fees to pay for. They're killing small communities, something he's wanted for a long time. He thinks anything smaller than county govt should dissolve
