Source with direct knowledge says deal is done to ban plastic bags statewide. Counties and municipalities will have option to buy into a fee on paper bags. Fee would be 5 cents. 3 cents of that would go to Environmental Protection Fund, 2 cents stays with locality.

Ireland brought in a plastic bag charge years ago. Best thing we did after the smoking ban. Everyone just brings reusable bags to the shop.
