I'm not a lawyer and don't play one on tv but this seems to be illegal. Unethical at the very least but we haven't had any ethics in the WH for a little over a year now.

Obviously Kuwait is paying Trump money to hold the event at his hotel. Unethical for Trump to solicit funds from foreign governments. This is payment for access to Trump.
