Had this. Scanned heaps, printed little. But the HP printer would pump out a little ink every time it booted (I guess to stop the print heads drying up?), which led to experiencing the same thing. Decided to replace it with an Oki laser, again because it has a good scanner
Our old HP deskjet wasn't used often enough to stop the ink from drying up, so a full ink cartridge wouldn't print after a month or two. Fortunately that means it does still work as a scanner - as long as I keep the dried-up cartridges in place, I guess!
I needed to scan and print B/W documents on a tight deadline (hours) and couldn't because I was out of Magenta..! I thew the printer away in a fit of pique and had to rush out to a copy store.
The one that I have won't let me print anything if one of the inks is low. Even if only print black and white. Also it uses part of the other colors when printing black and white.

Yep, that's why my printer/scanner 'accidently' fell out of the window.
Mine must have been built before they made it mandatory. It complains and requires acknowledging many dire warnings before I can scan or fax with it.
You might be able to make it scan using Linux
