  There is every reason to presume it's murder. While the alternative is implausible, it is technically possible that they died by some accident and only the disposal of the bodies is the deliberate 3rd party act.

  What kind of shelter were they in? They applied for asylum, left home twice and were in a shelter the first time they left? Sounds like they reached out for help more than once. How come they never say the parents name or why they moved here? Just "their mother".
