Here in Sweden a CEO of a government institution did this. They framed it as “putting aside the law”, were warned not to this by the secret police. Still did it.
If your CEO wants you to break the law, what helps is an open, rational discussion where you frame it as a "legal debt" problem. Talking about "technical debt" is equally helpful when your employer doesn't give a shit about quality.
