I always think of this as an org where managers have so many reports that they don't have time to talk to any of their reports
Flat, adj.: an org where your manager deals with your reports directly, so that you don't really decide anything or become hard to replace.

Indeed - I think of it as a fortunate side effect. But they'll still happily spend time with their reports' reports ("flattening some more")
