I've seen way less people who couldn't program well than those who wouldn't, out of contempt for the medium or their colleagues.

Contempt can be a cover for inadequacy. It's not enough to program well. All those API docs, specs, protocols need to be read.
I guess, but in practice I usually stumble upon something where they obviously knew better and yet did what they did.
