A badly run org takes a huge toll on the people and their relationships, as people work too hard to get things done (makes them irritable), and get in each other's way due to bad process (makes them irritating.) Hard to make a better machine for converting stupidity to sadness

But what about the culture ? Isn’t the culture solving it all ?
Definitely, the culture usually solves it for good, as people start to take pride in the idiocy of their process, attribute their bruises to the inherent nature of the work, and proudly show them off to newcomers, demanding that they go get their own without complaining.
