Don't bother understanding how your org works, just yell at random groups of reports and require results. People will spontaneously self-organize to pursue your goals, and totally won't aim to instead minimize the chance of being yelled at by pinning lack of progress on others.

I think sentiment analysis is best done on the receiving end, and inconsistent results across clients are not necessarily a problem
