Same thing with the horsepower of cars on a highway. You only feel the relative horsepower of your car vs. other cars on the highway. If everybody got a 50% boost nobody would not notice the improvement.
Requirements can be relative. "The fastest gaming PC" will run every game of its day well, not because of hitting a specific performance level, but because a game running badly on it will run badly everywhere and not ship. It's wrong to think of requirements as absolute numbers

Much worst actually. HPs are the TOPS of compute requirements. However not all TOPS or HPs are made the same. There is the factor of how heavy, inefficient and easy to drive the vehicle is. 200 HPs super moto GP runs actually much faster than a 400 HPs American muscle.
