One thing requiring management is breaking big things into small deliverable subsets as required by intermediate deadlines. Good developers hate breaking big things into small subsets. Left to their own devices, they'll finish more quickly overall, but miss intermediate deadlines

Disagree. Splitting things into small subsets makes: 1/ thinking about the big picture more tangible (less abstract), 2/ finding big conceptual omissions faster, 3/ dealing with corner cases thought through.

Small modules - sure. Small deliverable subsets of the full thing with reduced functionality - that's the thorny part. Maybe 1 in 5 good developers naturally does this.
