All you are left with is the decision maker's sense of purpose.. and the decisions impact. Everyone's got a boss, prefer an internal one :)
Groups need decision-makers to get anything going. A decision-maker needs authority over the group to implement the decisions. But then how can the group force the decision-maker to get better at their job? It can't, which is why we have term limits, bankruptcies, coups, etc.
