If the data is not relevant to the decision, the latter is not data-driven. It's data-justified. The decision is taken and then justified after the fact with hand-picked metrics.
"Data-driven decision making" is like "a dude dressed in black" - it's about style, not substance. It just means that every decision comes with a story having numbers in it. The data may or may not be relevant and the decision may or may not logically follow from it.
