People deal with uncertainty by taking more time to think. Groups deal with uncertainty by splitting into warring factions each betting on a different outcome. When leaders take their time to think, or ignore a problem, groups fight civil wars with no path to conflict resolution

Strategy is Destiny deals a lot with the trade-off of top down decisions leaving no space for conflict (and eliminating potentially useful developments) vs letting conflicting bottom-up initiatives fight for survival
