Maybe stable incentive formations evolved against human response distributions?
All societies create perverse incentives, the cost of which is disproportionately borne by people who don't respond to incentives - who don't cheat to maximize income under capitalism, don't slack off under socialism, etc. No society can survive a full response to its incentives.

cheating in capitalism can only mean breaking private law, means stealing or breaking deals...there are very strong consequences you have to pay according to the terms of the deal or security rule. Society with full capitalism not only survives, it flourishes, everyone is richer.
