Can we add things like enemies that shoot back or new gameplay features like leveling and skills? Or would that fall under the umbrella of it being 'a different game'?

Are we allowed to change the type the genre of the game? i.e. if I wanted to make a tank dating sim would that be okay?

as long as you start from the end of the tutorial and keep some elements of it I don't see why not!
