Should FedGiv and others feel the need to get involved in how the states manage their elections, it should be no more than an advisory role, not a regulatory one. Establish best practices and encourage the states to adopt them.

Yes, but we should also look at liberal countries who have national voter controls, like Canada. The decentralized model has been a disaster in the US.
