Pretty sure it says "wants to have beaten". The infinitive at the end of the sentence makes it seek like its past tense, but the verb is "will" which is present tense "wants". It doesn't say he "has beat" it. It's a statement of intent

It's clearly a case of "here's new insane stuff from that guy", not "omg, US President has *beaten* corona virus!" "tönt" has a very strong judgemental connotation to it, implying that one thinks a person is at least boastful and more likely full of shit
