This reminds me of when I went to the police to report my father beating me and my younger sister. During our reconciliation program the family therapist actually tried to make excuses for him by pointing out different cultural expectations.
I had a similar experience. Absolutely scarred me. Beyond disgusting to make excuses for abuse of children because of cultural relativism...or for any reason
