Based on the basics of the profession of faith, yes, they are Muslims. The five pillars and six articles of faith put them closer to Sunni Islam than Shia Islam. It is the different 'seal of the prophets' interpretation that has them rejected by the orthodox.
There are other assorted differences, but the prophethood one alone, is why the majority of the Muslim world has rejected them. Only in the West, do you see more acceptance by other Muslims, of Ahmadis as falling under the umbrella of the wider Muslim ummah (people).
