Sure, but that doesn’t address my Qs. 1) Why would the US be worried about Russians infiltrating Islamic countries? 2) Let’s just say that it was the USs worry, then how would funding madrasas and mosques in the West solve it?

Since Sunnis have allied w US, Shias have allied w Russia. The only way this strategy would make sense is if the US thought spreading Sunni Islam would prevent Shia Islam from growing. Seems like a risky plan, but at least it makes sense. Esp if they dont understand Wahhabi Islam
