I think it’s more of a cultural problem than a religious one. My entire family is Muslim and we have no issues dining in restaurants publicly, without the state enforcing any sort of veil. Saudi and other Arabian states are culturally regressive.
There is a verse in the Quran (4:34) that says "men are the guardians of women" (this same verse goes on to promote wife-beating-but that's a different issue). #SaudiArabia takes this verse and uses it to justify their Guardianship Laws. https://www.hrw.org/endmaleguardianship …

Shame on Saudi Arabia then for using this verse in such a manner to promote an apartheid regime. I am pretty sure there is no verse in Quran that says you cannot eat food with your wife in a restaurant.
