No, that’s how Iranian reform Islamists are defining it. There are also Iranian reform secular clerics who’ve existed pre ‘79 Islamist revolution & still exist in Iran & Iraq. Problem is most don’t know the history of development of Islamism vs Islam.

There is no contradiction between reform and govern. You can govern with a reformed version of Islam or one that is unchanged. You can also be a reformer who doesn't wish to govern like Maajid.
A “reformed” Islamic government is still a theocracy. And it won’t work.
