Because you are in effect saying the very opposite. If people are NOT free to practice religion within the confines of secular law, then they do not have freedom of thought, conscience, assembly, etc... You are proposing a secularism that DOES interfere.

Secular countries usually have some form of "freedom of conscience" rights. That of course implies religious freedom within the confines of secular law. And this means religious freedom doesn't extend to overriding other's rights and freedoms.
