Shias & Sunnis are equally intent on hijab though (see Iran). Aziz & Obaid aren't Shia either.
Rather than Sunni vs shia, I think this might be an in the past vs today issue. Maybe in the past it wasn't as common, but it is today.

The desire to display a symbol of piety and as we know, once it starts that's an arms race with no end.

For those who wouldn't culturally wear one anyway that is. Just like converts can be the most extreme/literal. They're trying to convince.
