I might risk being overly contrarian here...but the inverse can be true too. If you have no established cohesion or traditions for civilization to build upon....aiming for progress can produce chaos. Like saying we don't need the first 3 layers of bricks in our jenga castle.

True. Check out the Gospels. Suitable for 2000 years ago, today and the future because they are adaptable and timeless based on a central truth of love. But they provide the moral framework and foundation you rightly mention.
