This is reinforced by a Hadith where Muhammad says that women who do not cover their hair from men will hang in Hell by their hair and their brains will boil.
That is what’s told to young girls, so they make they ‘choice’ to wear it.

That verse also means that nonMuslim women, who don't cover, can be harassed, and this is unacceptable.
He could have just recommended a nice brooch, if being identified rather than covered from sight were the reason the command helped them avoid harassment.
