And where it's not mandatory, it's strongly advised. Why else would school children be forced to wear them otherwise? Particularly as they never used to wear them in school in the UK pre 1995 approx?

Strongly advised is not the same as being forced!! In the west , women are strongly advised to work That does not mean women are forced to work !
