That was such a badly written article. I just want to understand what the issue is: They recycle plastic,but the plastic sent to them from Canada was dirty? Is that the problem? Why is it significant that you can see the names of the stores? Is it supposed to be broken down more?

The shipments to the Philippines was supposed to be plastics. But it also contained things like soiled diapers, which is illegal to send. I'm not sure what are in these cans though.
