Yes, and totally unacceptable. Letters of recommendation do take considerable time to write, but it’s part of the job of being a professor.
When I’m really busy, I’ve asked students to write it themselves -then I just tweak/ edit. I’ve never heard of charging a student for your time! That’s beyond ridiculous. And his computer and supplies are provided by the institution-he’s not out of pocket for printer ink etc

This is standard procedure in the Navy - you write a draft and give the person you are requesting from a soft copy - then they make changes where they see fit.
