Yeah, that's exactly what they're doing in Saudi arabia and Iran, they're controlling women, by law, to wear the hijab and niqab. And when they don't they get imprisoned.

That has nothing to do with what Americans now refer to as our "rape culture". But the notion does point out that men alone are not responsible for it. First of all, it is a very world wide human trait in all cultures. The issue is respect for women and their self respect.
