It’s not enforced by law in Canada either, yet women here are beaten and killed for not wearing it.
The enforcement comes from the government, the family, and/or the religious community.

Violence against women is totally condemnable, and those who indulge in it should be punished and prosecuted. However, forcing women who wear a scarf or headcovering to take it off is no less extremist than what the mullahs or clergy do. It’s just extremism of the other kind.
