Absher is waay more than just a gender apertheid app. Its used by businesses, individuals and expats for accessing large number of government services. Anywhere from renewing your car registration to getting visas. So banning this app will cause a lot of problems for everyone.

Serious question from somebody who wholeheartedly agrees with you. How would the powers that be implement sweeping reform without destabilizing the country along social lines? How do they do so without being seen as anti-religious zealots and overthrown?
