People like that don't care about you, they don't really care about women, they care about the narrative and what they consider 'the greater good' no matter who is hurt to achieve it.

What I don't understand is that many Muslim women in the US who I used to know wore very standard western women's styles throughout the '90s. Then, gradually it seemed that women were more commonly wearing hijabs or more. What happened?

The same happened in France; what happened in the 90s is Sunni religious regimes started building mosques in the west and import their imams that preached Salafism and Wahhabism… So in France, the majority of Muslims were Shia, that changed when Sunni Islam took over.
