NO..It may not be a Persian concept, but Chador is.if Western fashion move to popularize the old capes & hoods, which was worn by most femails in Europe prior to WWI, It would spread like wild fire in Iran..Chador was a necessity to keep cloth clean and keep skin from sun damage.
