He’s wrong. If u r an apostate the penalty is death 4:89. If u r an apostate u r a nonbeliever & can be murdered by several of Allah’s edicts including 9:5, 8:12, 5:33, etc. There r also many commands to murder apostates & non Muslims in the Sira & Hadith.
Sorry to say, but he’s right, there’s nowhere in the Quran where it mentions any penalty for apostasy/blasphemy- but there are verses contradicting it.
