It is an explanation as to why they are not there. It’s not because they were being excluded...it’s because they do not want to be there. No one is going to force a niqabi to partake in something she views as haram.
I totally understand your explanation -though not all niqabis view music and singing as haram-. My point is this ad is about Saudi women empowerment so I expect to see every saudi woman represented and it's the ad makers responsibility to figure out how to approach that.
... how to approach that without exclusions. They chose empowerment as a theme for their ad so they have to be sensitive about it.
