I don't think so. I don't see any link between covering the physical awrah and having a voice and participation in society. Silencing voices is a third world crisis that both women and men suffer. It doesn't have anything to do with how do we look or what do we wear.
Conservative Muslim women that wear niqab are probably not very likely to want to partake in this ad as singing and music are both considered forbidden by conservative Muslims. They would consider a woman’s voice to be awrah and music to be haram.
Does that justify ecxluding them from an ad that is supposed to be about Saudi women where a lot of Saudi women are "conservative Muslim women"?
It is an explanation as to why they are not there. It’s not because they were being excluded...it’s because they do not want to be there. No one is going to force a niqabi to partake in something she views as haram.
