First, in responding to you, I have to strongly stress that I understand that no conviction has occurred (eg. When you say, “He killed”, it is an assumption of guilt; the trial hasn’t occurred and he has not yet been found guilty). He has been charged with her murder.

Per your question about the Act, it allows for expeditious deportations of people with permanent residency (read: no citizenship) who have been convicted of a serious crime, defined as carrying a maximum penalty of ten years or more, or issued a sentence of six months or more.
