True. But we are supposed to be better than them.
First of all, a fine vs a prison sentence or a public execution is better. Secondly, countries have laws, and-tourist not- it’s your responsibility to make yourself aware.

Countries have every right to make laws and to enforce those laws. When I lived in Qatar, I was told what the dress code was, and I adhered to it (even though I disagreed) because I was on their land.
