She was saying that inside any movement/ideology there are different levels of commitment. So there's a range from violent,hard-core obsessed individuals to the barely-sympathetic-to-the-ideas. Identifying the nuances is the problem. She's aware of the neo-nazis danger.

Hi Alex. Fernando is correct. That’s what I was trying to convey. As an example, I referred to SHARPS, Skinheads Against Racial Prejudice-assuming Skinheads were neoNazis as I always heard the terms interchangeably. However, I was mistaken as they are different groups.
