No, though they were Muslims, they’re not considered Arab, they’re considered Mughals.
The Mughals were Farsi speaking Uzbek Turks. They had a reverance for Persian/Islamic culture and tried to replace Indian culture with the two. The Mughal mindset was one of the factors that gave birth to the idea of "Pakistan".
