I don't understand why the Islamic dress code is law for a female visitor in an Islamic country but the rule of law is not respected in a none Islamic country

Should be left to those who choose the religion they want. If your God is good and all powerful then I do believe that he/she would be fine that you honor her/him respectfully in ones own way.

Which is preferable to her hiding at home in her indoctrinated state of mind. If those were the only two choices, I’d rather have her go and protest, and break the law. Fortunately, these are not the only two choices. Maybe she finds out, one day.
